LOLER Thorough Examinations

Where lifting equipment falls within the scope of LOLER, it must be subject to the appropriate Thorough Examination arrangements.

This can include passenger lifts, goods lifts, platform lifts, vehicle lifts, hoists, MEWPs and other lifting equipment.

Our independent Engineer Surveyors carry out Thorough Examinations and provide formal reports identifying the equipment examined and any defects or safety-related findings.

Where appropriate, we can establish recurring examination arrangements for individual properties or wider portfolios.

PUWER Inspections

Many properties also contain work equipment that may fall within PUWER.

Where inspection is necessary, CSIS can provide independent PUWER inspection services for equipment such as powered doors, gates, shutters, machinery and other workplace equipment.

PUWER inspection requirements are determined according to the equipment, its use, the environment and the risks involved. There is no single inspection frequency that applies to all work equipment.

Landlord & Tenant Responsibilities

Responsibility for work equipment can vary depending on the property, lease arrangements, equipment ownership and contractual responsibilities. A property manager should establish who has control or responsibility for the relevant equipment and ensure that appropriate arrangements are in place.

An inspection or Thorough Examination carried out by CSIS does not transfer the legal responsibilities of the equipment owner, employer or other dutyholder. Where responsibilities are shared between landlords, tenants, managing agents and contractors, clear communication and record keeping are particularly important.

Managing Defects

Where an inspection or examination identifies a defect, the finding is recorded in the relevant report.

The responsible dutyholder must then determine and arrange the appropriate remedial action.

Depending on the nature of the defect, equipment may need to be taken out of service until the necessary repairs or other action have been completed.

CSIS provides independent examination and inspection findings but does not assume responsibility for the maintenance, repair or continued use of the equipment.
